The process should start with a determination of the requirements for the solution involving all of the stakeholders. Documentation that is to be issued to vendors must be created, which could be any of an Expression of Interest (EOI), Request for Information (RFI), Request for Proposal (RFP) or a Tender, depending on the stage in the selection process and the items

being procured. This is a crucial step to ensure that appropriate responses will be received that can be used to make informed decisions.

Depending on the nature of the items being sourced, the selection could be “open” to any party that wants to respond or “closed” to a pre-defined list of potential vendors. If the latter is more appropriate, determination of the list of vendors will require a detailed knowledge of the market to ensure that viable options are not overlooked.

The evaluation of responses requires expertise to consistently assess each of the proposed solutions against the requirements and also any other criteria that need to be considered, such as cost. Therefore, detailed evaluation criteria must be determined and weighted in correspondence to their importance and each solution carefully scored against the criteria. Often short listed vendors are invited to present their solutions for a final selection.
